I answered and said, "police dept, how may I help you?" They hung up.

I'll have to remember that one.  I used to say "City Morgue"

Smelly foreigners trying to SCAM you. Get used to it; It's now part of our daily lives. Just pick up and hang up immediately so they don't hear your outgoing voicemail message. Then Google the phone number if you're not sure.
