Had to have been a butt-dial.  The guy was humming "da da dada dada... charge" over and over and then started talking to someone else.  My voicemails go into my email and the email was labeled " IC Voicemail:  from Non Emergency Police And Other Governmental Services UT 1 (385) 249-1209  - 25 seconds"

At least twice a day, every day! No one picks up, just a click when I identify the business I work for. SO ANNOYING!!!
