Commercial fundraisers, which place the calls for these highly suspect "hero charities", do have to adhere to a few parts of the Telemarketing Sales Rule. They must deliver honest Caller ID, make truthful statements, avoid calling during the same overnight curfew on sales callers, and maintain their own no-call lists.
