I received a similar call from this number a "Gary Williams" from the Department of Treasury. The call was poor quality, like the caller had bad service, and the caller threatened that we would be arrested today for tax evasion in 2010. We have received no letters from the IRS to indicate such an issue (and the FTC released a statement that the IRS sends letters and does not make calls). After research, I believe it was an attempted scam.
Same threatening call with very bad echo. Calling about some enforcement action and that I should not ignore this or I would be taken before a magistrate. SCAM all the way!
Got this message from this caller and yes it sounded like an echo chamber and you couldn't understand anything they were saying except "legal threat", "go before a magistrate/judge". It's a hoax. Do not reply or answer.
Hi I received a phone recorded message from 386 - 626 - 1109 and I was told that I was going to be arrested in 45 minutes after the call hung up ? The person on the other end barely speak clear English I asked them where they were located and they said they would located in Florida. The non speaking guy asked me what was my address. They were very rude and I said okay fine no problem I will contact the IRS and I also will call the police to let them know that you are calling me with this scam. Please be aware and mindful when someone calls you with this type of nonsense scamming artists

The last two years I've gone through some major tax issues where I had a tax advocate and the IRS had to pay me large sums of money. I don't think that would have happened if i owed them money to the point of being arrested. But how do we combat this BS? Call the police?
