Call was from my area code, but Caller ID said "Out Of Area" - this is a good indication the call is a spoofed number and a scammer. I answered anyway, there was a live rep who immediately launched into a spiel about "This call is in reference to the upcoming electricity cost increase..."
These idiots called me again. Caller ID says "Out Of Area" even though the number is in my area. Last time it was the electricity scammers - the pitch goes along the lines of "Your electrical bill is scheduled to increase, let us come do a free energy audit blah blah blah". Actually, like many Floridians, my electrical bill is expected to be reduced significantly in the coming months, not go up.
Anyway, they are not associated with any electrical utility. The way the scam works is they send a salesperson out to sell you some electrical related crap which may or may not result in your saving electricity. You're much better off calling your utility and having them send someone out to inspect your home and suggest ways to reduce your electrical usage, practically all utility companies provide this service FOR FREE.
