I think it is probably a debt collector like Asset Acceptance or Midland Credit Management/Encore trying to fool people into answering their calls by spoofing the number and then digging for information from whomever answers their calls. Plus, these companies now outsource their call centers to India. So it is probably more likely one of these a-hole debt collection agencies.
