It was a robo-call message saying "This is not a sales call. You have been referred by a family member or friend." (not exact but close enough). Something about a security system that could be installed at no cost.
I couold opt in to get more information or choose to have my number removed from their system Except I have received these calls in the past, so the removal option doesn't work.

This number had called my cell. Luckily the latest greatest of Android has a nice little call blocking app that white lists. In other words - you can assign people you WANT to hear from in contacts and that is the source of the white list. Any other calls WILL NOT RING the phone. I love it.
