Prerecorded sales caller struck twice within twenty minutes yesterday on 03 June. First call was abandoned before man or machine could respond, the second I answered with reluctance. The message fails to provide a business name or a return phone number and fails to provide a means of opting out from further sales calls. The Caller ID text string (CNAM) was "NE Carpet Clean", which research does not reveal to be a proper business name. So on multiple counts the calls violate the Telemarketing Sales Rule and the Telephone Consumer Protection Act, and that's before we mention disturbing a phone line long registered with the US Do-Not-Call program.

It's a pitch for carpet and furniture cleaning, delivered in a rushed manner by a female voice on an indistinct recording full of 'plosive consonants. (... which is to say these people never learned how to use a microphone) The woman's accent would be familiar to anyone who has heard natives of upper Rhode Island and parts of southern Mass, many of whom speak in a strange hybrid of Bah-stin English and Brooklynese. I suspect a real regional business has set up this illegal call campaign. There are simply too many industry players and too few clues for me to peg the source in one night.

My transcript, with phonetic spelling, punctuation which emulates the rushed delivery, and emphatic bits in capital letters:
"Hi, if you're real busy please hang up we apologize for the inconvenience. Spring cleaning! Rug cleaning! Carpet cleaning! Any three wooms, any size, [inhale noise] only one-thirty-four ninety-five. THAT'S RIGHT! An'nat includes EV'RYthing, all the SPOTting, the deODORizing, the shamPOOing, da PET treatment -- EVEN'NAH TAX! We also clean fueh-niture as well, if there's int'rest, aww just have a question, please-ee yeh name and yah numbah at da sound-a beep. Thank you." [brief tone blip]

I did not respond to this, and the caller disconnected four seconds later. The number, surprisingly, is listed as a landline in Cranston, which fits both the locale and the accent. If I can paint a bullseye on the call source, it will be getting a summons and TCPA complaint later this year.

Really? RI? Telemarketing in RI? I blocked the number but it is distresseing to see that these calls are being sponsored on the east coast.
