My call blocking software blocked this call though I know nothing else about it except that it is recognized as spam. I am located in Rhode Island and I've been getting a lot of spam calls from the 401 area code (RI's only area code). I don't answer them but I look them up online and many of them are actually the spoofed phone numbers of regular people.
