Call in violation of DNC listing.  Trying to sell house repair services to someone that has NEVER done business with them because they are "in the area".  I live in Nebraska but not near Norfolk so this is a cold call by an unscrupulous company that either doesn't know to check the DNC list or doesn't care.  Have been reported to the FCC - maybe fines will educate them
