Who called from 4023855923

I get daily calls for several weeks. I called the number back they answer Jaycee Services.

I have been getting calls from here for a couple of weeks so I finally called back.  The first time it went to a computer automatic voicemail saying it was some sort of bank so I called again a guy answered and I stated I got phone calls from this # and don't know why then he stated something under his breathe and hung up.

Is a scam, when you call back they answer and then hang up.
