It's a legitimate business called Passport Unlimited. Similar to pogo card but for much nicer restaurants and you don't have a limit on how many times you can use it in a year at those restaurants. (One card per 2 people at a table-basically a but one get one free situation unless the restaurant has it otherwise noted).
We've used it and if you sign up 3 new people, the following year's card is free to you.

It is Passport Unlimited. And they are a real business. Probably calling to renew your membership. It is worth the membership of you dine out. We've been very happy with using it but the renewal calls can get annoying
