If you google this number it is registered to someone in the phone book. However it called my cell phone number on Wednesday (Mar 25) at around 11:45 AM Eastern time. I was in class at the time and could not pick up the phone. I called back during the lunch period and it was disconnected. This seems to be related to the 402-982-0668 call I received this morning (Mar 28).
these calls are from a company selling "extended car warranties" - they cover up the real number they call you from, so you can't call them back. You need to report these calls to your state Attorney General's consumer fraud office, usually you can download their complaint form online. Just note on the form that you are on the do not call list, and that they violated it. Several states AG's are currently working on lawsuits to stop them, so they will need the reports from consumers as evidence.
