being the daredevil that i am, i called back using *67, which apparently didn't hide my number. the recording said they were a market research co pedaling a survey and that the Do Not Call registry "does not limit calls from or on behalf of political organizations, charities, and telephone surveyors." they then offered the opportunity to be taken off their list, which i accepted.
yesterday i got a call from 202 534 3124. googled it and found this here on this site:

Eastern Research Services is a telephone data collection organization trying to contact you for your opinion for a market research or political survey on behalf of multiple organizations. However, if you wish to have your number removed from Eastern Research Services’ calling lists, please dial this number and follow the steps to remove your phone number from our calling lists.

given that the language use was identical to the call from 402, it is possible both calls were from the same company.
anyway, i used the opt out link offered by Eastern Research, as well. they both say give them 48 hours to get your number of their list.
