Received a call. Did not answer. No message left

Received call. They hung up. Called back immediately. Says phone out of service.

Was talking to someone else and unable to answer. Called back, but was told my carrier was "unable to complete this call." the 173 prefix made me suspicious anyway.

Did not answer, they left no message callled at 4:00 p.m.
