Unwanted and unknown call.

I got a call from this number that came up as Washington, D.C. on my mobile phone caller ID. I called them back and they said "It's a beautiful day at Seneca Resort, how may I help you?". I asked her what this was about and she said it was for a vacation package.

Sorry, the number is actually from Atlanta, Georgia. I also got called from this company at a Washington, D.C. number (202) 350-3951.

Called and left no message.  I've had several calls from telemarketers.  My number is on the no call list.  Why am I getting these?

Calls on my cell phone and I have signed up for no calls. I have pay as you go phone and I just don't answer if I don't know the caller.
