Campaign calls are allowed, and exempted from the Do Not Call lists. And if you think phone calls are annoying, remember a couple of generations ago they would send staff workers literally door to door through entire neighborhoods.
While annoying, political calls are allowed under the law I believe. Generally, they get your number from the voter registration rolls, or from party records.
