Got a call at 10pm, didn't answer, didn't leave a voicemail

Answered call. Line immediately dropped. Called number back several times. Line was alwaya busy, didnt trust the #

Suspect spam scam..
Came in with a 1 on a local number?   Really??
No phone message left.

Received a call from this number and after I said "Hello", the lady immediately said "are you the head of household". I hung up. I read an article previously about scammers doing this so they can hear you say YES and they use your voice to do transactions.
