The Fair Debt Collections Practices Act does not prohibit collectors from calling on a Sunday. That might be the Sabbath for some of you, but it isn't for all. It is a Federal law and, as such, distinctions are prohibited. Back when I worked skip tracing, there would be a call for volunteers to work one Sunday a month. It really angered the folks who felt they were home free from picking up a collection call on Sunday and the cussings, ironically, I experienced on those Sundays were by far the worst. I was accused of breaking the law and threats of litigation were common. None ever materialized.
of course they are a scam. If they knew English they would never take that job. They're probably just reading from a script. bunch of jerks. If we can figure out where they are we should go there and cut their phone lines so those auto dialers will stop dialing random phones in the area so they can spread their lies.
