A criminal telemarketer pushing A/C service. Local area code shown but caller ID reads out of area. I don't think you would want these sleaze bags in your house.
This caller IS in violation of the Do Not Call List. It is illegal to call trying to sell a service. Report them to the Federal Trade Commission (FTC) via their website, not the FCC. The FTC can investigate and prosecute (with enough complaints) whereas the FCC cannot.
