it seems like a recording telling your to press "1" or "3"
speakperson on that recording is a guy claiming himself from CCCS
i guess something bad would happen if you do press the numbers

if you call the number back it is not in service

I didn't answer. I have  a new number  and have been getting several unwanted calls a day.  ,All unlisted an most from NY state., 1 from Canada.
