Called Street 6:30 PST.

Stupid people.

Just got one of these too (8:36am PT), to my California number.

Based on other recent calls I'm guessing it's another "lower your interest rate" scam.

WARNING--BEWARE!! These callers are   B I G   credit card criminals, known as the card service scammers! Under NO circumstances, give these lowlifes your credit card number, or you will regret it forever!

Called my cell phone today (11:02 ET).
Did not answer and they left no message.
Blocked.

Tuesday 10 November 2015 -- 9:20 am -- Called my wife's cell phone.  Caller ID said "Atlanta GA".  She did not answer.  No message was left.  Caller complaints say this is an automated message credit card offer.  Clearly considering spam.
