I've been getting 3 and 4 calls a day from this number. I NEVER answer callers that do not identify themselves. By the way, if I understand correctly, Privacy Manager is a service that you subscribe to (AT&T) so that YOU can accept or refuse an unidentified call. If you don't have it and it says Privacy Manager, then it's a scam.
I apologize, I was really wrong. This is a privacy number for psychiatric patients at St. Anthony's Hospital in Oklahoma City so you do not know where the call is coming from unless the person tells you. You have to accept or deny the call. Unfortunately, I received it from someone I know.
