Most likely a scam or collection call. Asks you to call Anita Hill, with the cackle of a rabid smoker. She states she is trying to reach someone that doesn't even own this phone, so I assume it is a collection call. Sounds like a chain smoker. I'm on the do not call list but someone must be using my number for doing shady businesss.
