Unsolicited "spam" call left a message with no way to answer. I've been on the do not call list for over four years and FCC has been notified...you should so the same

Yes. Robocalls (unless they are from a legitimate non-profit agency, educational institution or political entity) are not legal.
To report them you should go to the FTC website and follow the links to the National Do Not Call Registry.
First make sure your phone number is registered.
Then make sure you lodge a complaint.
