Recorded message.  Offer to lower interest rate on your credit card.  Likely fraud.  Phone number on call display is likely spoofed.

I get this call almost daily to reduce interest rate on my Visa card. I told the brown monkey that called that was great but I didn't have a visa and not to call me again. Got another call today. So much for the do not call list, seems calls from outside the country don't count.
