Received a call on my new cell phone today and no message was left. When I called the number back, I got a phone company recording that my number cannot be completed as dialed. It appears the caller is spoofing his number with a number that does not exist.
I'm saving it to Contacts as a Nuisance Call so I know not to answer if they call again.

There's no such thing as a new number. Your number belonged to someone else, possibly as recently as a month ago. The caller was looking for the person who had your number before you got it.
I answered as for any other call with HELLO and there was no reply, no breathing or other sound on the other end of the call. They disconnected. Purpose unknown.
