They called my cell phone at 4:30 PM, which is on the FTC and State of FL Do Not Call Lists.
I didn't answer it and they didn't leave a message.
Then then called again at 7:52 PM and I answered it:
An automated voice saying "This is not a sales call. You have been referred to us by a friend. Please stay on the line for a free alarm system quote. If you're interested, please press 1".
When I pressed 1, the line hung up.
A Google search says it's Glaxosmithkline Holdings - Winter Springs FL 32708.

I'd like to see them explain to a Federal judge how an "alarm system quote" is not part of a campaign to induce a sale. But a quiet settlement of TCPA claims might also do.
