Who called from 4072331321

they call me non stop and when i answer they dont say anything for a few seconds then they just hang up

I have been receiving multiple calls from this number, sometimes 3-5 within an hour. Call obviously redirected. I asked the guy to stop calling and he is insisting is a collection and want me to pay. I don't even know the place where the collection is coming neither I owe money to anyone.
