I think I may have found the name of the company behind the Heather Calls.
First I saw on a website that there are job postings for this company on craigslist in the Orlando area.

So I then did a search on yellowpages.com for Premium Credit Consulting and came up with this: http://www.yellowpages.com/name/Orlando-FL/premium-credit-consulting. The number 407-260-1675 only gives a recording stating, the person you have dialed can't take your call now, after the tone please record your message. When you are finished recording, simply hang up or press pound for more options. Pressing pound only gives you the options any personal voice mail would give you, not the one's you would expect from a company.
I also did a google search for premium credit consulting and found this:

The number is only a fax. There is no phone number anywhere on this site to contact them.
http://creditconsultantwebsites.com/ which is a company that sells websites to people to run their own credit consulting businesses. This could be part of the problem and why this scam is so wide spread and hard to catch.
