They dial random numbers to reach people without checking to see if they're calling a cell, someone on the Do Not Call Registry, or whatever. Whenever you get a call from these kinds of people, please file a report with the FCC. They send you a 3 page copy of the report in postal mail, so maybe if they get tired of using ink, paper, and postage, they'll actually do something about these rotten ripoff companies.
