A missed call on my cell. Called the number back and the lady, "Missy Elliot", said they were trying to collect a medical debt from a person with my same name from back in June 2009. She asked if the last four of my SSN was -xxxx and it was not so I said 'no'. Even if it did match I would not have admitted it since I have no clue whether or not the caller was legit. She said they must have the wrong person, apologized, and that was it. Sounds like they were making random calls to people with the same name hoping to find the right one.
I continually receive calls from the number of 407-545-3497.
I am on a DNC list (government DNC list), so why am I still receiving these calls? Do these companies never have to face the consequences of harassing people who are on the DNC list or are there any consequences to be faced? Is the DNC list a joke?

No. And half the complaints about this number thus posted indicate that the call is from a debt collector.

You are using the wrong rule. Think of it this way: you wouldn't use a screwdriver to beat scrambled eggs or a trumpet to weed your lawn. So why are you using the DNC List to try to block debt collectors?
You should be using the Fair Debt Collection Practices Act, instead. See:
