Caller identifies as "David Gray" and claims to represent the US Treasury and threatens legal magistrate or grand jury action if you don't call back.

Exactly the same spiel at 2:42 pm, 19 Feb 2016 in South Boulder CO.  Also "David Gray" said it was the second attempt (but it sounded like a robocall) and the caller ID was "StarNet Inc."

Claims to represent the US treasury requiring your serious attention ... basically a threat. Scammer!
