Caller identifies herself as Mary...calls and text all different times of day and night with complete disregard to the "do not call policy created by the governmet". I have reported her several times as well as asked to discontinue to call my number. Can anyone tell me how to proceed by getting this person to stop Calling my number?

Block her number. There are free call blocker apps you can use, such as Mr Number or Call Blocker. If you don't want to download an app to your cell phone, you can also look at adding her number to your "reject" list.
