"cell phone FL" on the caller ID. Another newly spoofed number with multiple scams it looks like.
The scammers and the phone companies are in cahoots with each other. They both make money from every call placed.
The phone companies have the power to stop these calls. These calls will never stop until the phone companies are hurt financially. Then when the scammer gets a card number, hey bonus!

Got a call from this number. Did not answer because I did not recognize it. No message left. Called the number back and got Verizon Wireless National Payment Center. Verizon is not my wireless carrier.
