Call clicked off as soon as I picked up. I swear a lot of these stupid calls are "harvesters". They random dial a zillion phone numbers, marking which ones are answered.
Appears to be Chase Bank. This is one of the dozens of different numbers you'll get collection calls from if you're late on payments. I consider repeat robocalls and continued failure to leave messages harassment. Conduct like this is why I opened a debt collection defense in my law firm, so I could help people sue banks and debt collectors for unlawful actions.
