I suspect this is a telemarketer. If you answer, it says "please continue to hold" like you were the one that called them (I only know this because their stupid autocaller left me a 1min voice mail of this "please continue to hold" loop before a woman came on, said "hello" and hung up with no identifying information left).
They called again today, and left a couple second dead air VM message.
FYI if you check this, if you can't leave a VM then you don't have legitimate business with someone.

This is a medical collection agency, they are spoofing the phone number, real number is Client Services: 866-460-2471. Balanced Healthcare Receivables. They are trying to collect on a bill that the Dr is currently taking payments on. They were also advised in writing that they do not have permission to call my cell phone #.
This number calls my primary cell phone (which I don't give out to *anyone* other than my immediate family) and leave "dead air" messages of over a minute. Either they have the wrong number or they're scammers. Either way, they're MORONS!
Balance Healthcare Receivables. Collecting on a disputed medical debt. Spoofed number. Advised they are not permitted to call me anymore, but they do anyway. Reported.
I have no idea who they are. They do not leave a message, they just keep calling and hanging up. Very unprofessional imo. Supposedly this number is associated with a business that is local to me, actually two businesses under the same person, but they are not acting like a business with these hang-ups. They are acting like crank calling pre-teens.
