4078367000 called my cell# very fustrated person doesn't know how to hang up a phone before voicemail picks up. PSYCHO....

I got a call from this phone number today and they left a voicemail. Asking for some lady named Denise which was not me, but they were calling from Orange County Animal Shelter about a volunteer program. I'm wondering if maybe this number is a general number that shows up when Government ran business around here call your phone? Because she left a different number to call back.

No message left.  No answer when I called the number back.

I never get my water bill so every month i have ocu calling me to remind me that they have not received my payment.  this is orange county utilities.
