the DNC list is for legitimate business, most of whom comply. The list is not effective against scammers or fraudsters. They use computer generated dialing which is essentially untraceable then change the number quickly. The government is outgunned and being on the DNR list is ineffective.
The best advice is to block any numbers you don't recognize. If it's legitimate they will find a way to contact you.
