Recorded message talks about reduced mortgage rates, person answering the call identifies self as representing "health network" and said, after I told her that they were making an illegal call, that my number would be removed from their list.

Caller ID says "Name Not Found" and on calling the number back there was a phone company intercept indicating "call cannot be completed as dialed". Obviously a spoofed number from a company that knows it is violating Federal and State Do-Not-Call rules.
