got a disconnected call when answered

Has called repeatedly and threatens to keep calling 10 times a day until I talk to them. Will not take a polite no for an answer. Keeps talking until I have to hang up. Where can I report this company? Won't identify company name. Says they are calling about my Edison bill.

i answer and they hang up, then i call back and they dont pick up

These annoying people are who..and want what?  Why dont they leave a message since they are already annoying me?
