I too get these calls. This "Global Reach International" is a known scam run by a con man Jay Sherbondy. I found full details here via Google:

they called twice a day for the past week or so. how can we report them?

Best to just not answer any calls from any 408-400-xxxx number. If that means some legitimate businesses are hurt, oh well.

These people keep calling day and night, week-days and week-ends.  I'm sick of them and need for them to stop.
