There is a statutory $500 punitive if the call is of a commercial nature and you are on the "don not call" list. Be aware you must re-register, as the registration expires every three years. This was in flux last I checked, but I believe the 3 year roll over is accurate. I would inform them they are not to call, then write down the time called each time, and once you have established a clear pattern of activity - initiate a small claims action. Alternatively, the State's Attorney General can take the action, in which case the company is looking at from $25,000 to $1,000,000 in fines - but, you would not receive any compensation. The upper bound for such actions is not capped - so if the SAG was sufficiently annoyed, they might go for a "death sentence" with a multi-million dollar fine. Also, individuals, owners, officers, and the companies they are representing all face both criminal and civil exposure. There is a fellow that did this from offshore currently serving a Federal sentence (= no parole) for this and spamming - so you may get some satisfaction if you are truly that annoyed.
We are working on legislation to selectively block calls from certain countries, based on consumer complaints related to this and other activity from Indian call centers.
Lastly, you might contact the magazine brands and complain - or vote with your pocket book - cancel subscriptions and boycott advertisers in publications that retain such agencies. This was very effective when one of the cell phone carriers was warned that the illegal activity (calling folks on the no-call list) could be used to terminate contracts. The same company was also fined for disclosing private information of customers.
