Whatever they are selling, it's probably suspect.
https://www.everycaller.com/phone-number/1-408-418-0249/ has a number of reports stating that around January of 2016 they were marketing reduced credit card interest.
The approach varied.  Some times, they said "there is nothing wrong with your credit card".  Other people received the message that their credit card "didn't pay", and besides, they were paying an interest rate that was too high.

This number called my DNC cell phone number and claimed to reduce my credit card debt by 50% - number is now blocked.

didn't answer, no message, blocked them bye bye. Appears to be the old credit card scam. Just give us your credit card number.........yeah right. SCAMMERS. Drop down menu needs a selection for SCAMMER

They have NO intention of lowering your credit card interest. They DO have a BIG interest in getting you to give them your card number. Kind of a no brainer.
