Probably the voucher is only good at some website that has the sort of chochkies you find at the dollar store, but with outrageous shipping costs not covered by the voucher.
There is no voucher. They'll ask for your credit card number to pay for shipping the voucher and will rip you off; you will receive no voucher. If you gave them your credit card number, cancel it immediately.
