They are scammers impersonating IRS personnel. I reported them to TIGTA and the FBI. You should do the same. They harass you with calls, messages, etc stating they have evidence you've committed tax fraud and that they will take you to court. They demand payment. They have heavy accents and strange tactics. Report them if you get calls.
