Who called from 4086598134

I blocked the call while it was ringing.  No caller ID (just showed "Incoming Call" -- notorious "name" for spam calls).

Called this morning and in an official voice said this was officer Cooper from the police department, the rest of the statement was static so hung up. Figured if it was for real, they would have called back. Had this call before, many times and keep blocking it. The name comes up Morgan Hill, CA

Didn't answer, my caller ID just showed "out of area" also typical for spam calls.

Did not recognize number; hung up on them after 2nd ring.  Now blocked!  Thank you 800Notes folks for the information.
