No One on the phone

Keeps calling and stays on the line exactly 4 seconds.before hanging up. No message and no person on other end ....phishing or spamming calls?

This number calls me every day and after weeks I finally answered and heard someone talking (they weren't expecting me to answer obviously)  then they hung up right away, they still continue to call this has to be some type of scam. They call and call and leave no voicemail.
