Hung up after I answered. When I call back it is a recording saying the number cannot be completed as dialed. However there is no code identifier or message identifier. The recording sounds like the guy made it while driving in his car. The recorded message is a male voice looped and then disconnects you. The male voice would indicate that it is not a phone company recording.

Got a missed call from this numbero n my cell phone, when I tried to call it back from my cell phone it told me the number could not be reached, so I called back and the Voice recording says the number I have reached is not in order 2523.......I tried to call it back from a land line and it was a disconnected message.
