Who called from 4094201576

I have blocked the entire 409 area code.  Although blocked, phone will ring once with caller ID being sent.  Called number back as no previous comments have been posted for this number.  Call did not go through and I am thinking number is being spoofed.

"Hello and Congratulations!! You have been approved for a payday loan!. . . . "

I also received a call offering me a payday loan. They left a message on my voicemail.
